1. Academic Leadership:

Professor Mukhtar was appointed as Vice Chancellor in July 2010. At that time besides Bahauddin Zakariya University, Multan, the IUB was the only higher education institute. Thanks to the people of Bahawalpur, Pakistan Army,Punjab Rangers, District Government, education friendly media from Bahawalpur and all across the country, non-governmental organization and several others, that our social and intellectual efforts lead to several other universities in the region. Among these, I served as Vice Chancellor on additional charge for the two, i.e. the Government Sadiq College Women University Bahawalpur and the Ghazi University, Dera Ghazi Khan.

Professor Mukhtar always appreciates and talks very high about his friends/colleagues and particularly students whom he always remember as  (sons and daughters)

2. Scientific Leadership:

Contributed in the development of first human brain model in test tube.

3. Social Leadership:

Through the Islamia University of Bahawalpur, Professor Mukhtar mainly contributed toward the promotion of regional social and cultural values, that facilitated our vision of university building communities.

4. Students Engagement:

Professor Mukhtar believes in the philosophy of trusting young generation and involving them in governance matters, so they can enjoy the trust of their today seniors tomorrow peer. Moreover, He prefer to use word sons and daughters instead of students. A video in Urdu language describes my efforts towards student’s involvement in extracurricular activities. One can easily recognize the young generation involvement through their bright faces.

December 13, 2015, Professor Mukhtar’s efforts in bringing people of Bahawalpur and all of us students, faculty, employees together were recognized by Mr. Anway Graywal in his article Bad-e-Sehra published on 13th December 2015 in Editorial section of the Daily Waqt.

December 14, 2015, Dr. Mukhtar’s efforts in reference to University Building Communities were quoted in an article by Mr. Naseer Ahmad Nasir in his article series Sehra Kinaray

December 19, 2015, Dr. Mukhtar’s efforts were quoted in Daily Jang Multan, in an article by Mr. Tauseef Ahmad in an Article “Islamia University Bahawalpur Main Convocation.Jang Multan_19 December 2015
